Total Spectrum Partner Kevin Callwood was born in the territory, and many of his family members are still there. He left after high school to go to college on the mainland, but he never left his commitment to help make a better life and build a strong private sector economy for the Americans who live in the USVI. Steve Gordon met Kevin in 2005. A friendship started almost immediately, and Kevin joined Total Spectrum in 2015.
Kevin Callwood is the outside consultant to the Governor of the USVI and is responsible for the Virgin Islands’ outreach program to both the Administration and Congress.
A USVI native, Kevin was retained by the USVI government in 2005 when the territory was experiencing severe problems but had few relationships in Congress. He has built a strong and vibrant advocacy and outreach program, and his success has put the territory firmly on the advocacy map in Washington, D.C.
President George H.W. Bush appointed Kevin to serve as Vice President of Investment Development in the Overseas Private Investment Corporation (OPIC). In 1988, Kevin was also appointed to serve as Deputy Secretary of State for African Affairs under Secretary of State James Baker, and was responsible for oversight of all policy management on democratization, intelligence, military cooperation, and private sector development within the 18-state west African region.
Kevin has used his knowledge and experience in Washington to build from a standing start a series of strong relationships on both sides of the aisle and in the Senate, the House of Representatives, and throughout the Administration. He is totally committed to helping to build a bright future for Americans living on the U.S. Virgin Islands.
He received a Bachelor of Arts degree in Political Science from the George Washington University, and a Masters of Public Administration from Harvard’s John F. Kennedy School of Government.
