Parents fight for justice after son’s murder, securing Maryland policies to his legacy

After their son, 2nd Lt. Richard Collins III, was killed days before graduating from Bowie State University, parents Dawn and Rick Collins vowed to protect future Americans. They discussed their mission and the foundation they started in their son’s memory on NBC’s TODAY show on January 13. Total Spectrum Strategic Consultants Barbara Wiley Cosgriff and Alvin B. Jackson are honored to work with Dawn and Rick Collins to ensure the 2LT Richard W Collins III Foundation (The Foundation), delivers on its mission. The Foundation was established by the Collins family to honor the brief life of their son and to pursue justice on Richard’s behalf and on behalf of other families who have suffered a similar fate. During the period following Richard’s murder and the December 2019 trial of his murderer, the Foundation spearheaded two major legislative successes in the Maryland State Legislature.

Erik Paulsen named to BPC Behavioral Health Integration Task Force

April 30, 2020

Former Congressman Erik Paulsen (R-MN), a Strategic Consultant to Total Spectrum, is participating on a Bipartisan Policy Center Behavioral Health Integration Task Force to improve the integration of primary and behavioral health care to achieve better health outcomes and reduce costs. A recent poll found that 50% of Americans said that their mental health has been impacted by stress caused by the coronavirus. The Task Force also released on April 30 recommendations to quickly address the urgent need to access behavioral health care as our nation faces the COVID-19 pandemic. Client Focus: Even as Energy Demand Increased, Georgia’s Emissions Fell by Roughly 95 Percent

Consumer Energy Alliance (CEA) released a Georgia emissions analysis that looks at key pollutants and the overall environmental improvements seen across the state in recent years. The analysis shows that Georgia’s emissions have fallen by as much as 95 percent since 1990, even as the state’s energy demand has continued to increase, proving we can have energy production, expanded pipeline infrastructure and sound environmental stewardship at the same time. Modernizing the Federal Excise Tax for Heavy-Duty Trucks and Trailers

June 28, 2019

On Wednesday, June 19, the American Truck Dealers (ATD), with support from other members of the Modernize the Truck Fleet (MTF) coalition, held an educational event/press conference on the grounds of the U.S. Capitol. The event featured a vintage truck and new truck to embody the urgent need for modernizing the 102 year-old federal excise tax (FET) on the purchase of new heavy-duty trucks and trailers. The FET is the highest excise tax at 12%. Total Spectrum’s Mike Joyce and Traci Peters were instrumental in designing and executing this event for our clients.
