Chris Allen is an experienced legislative advocate with a proven track record of achieving favorable legislative outcomes through leadership, team building, and key relationship development. His areas of expertise include financial regulation, municipal securities regulation, state and local government finance, public employee pensions, tax policy, and retirement income security policy.

Most recently, Chris served as Director of Government Relations for the Financial Accounting Foundation. He formulated and implemented political- and policy-related activities of the Foundation, the Financial Accounting Standards Board, and the Governmental Accounting Standards Board. Chris developed a comprehensive outreach strategy to promote the independence of the accounting and financial reporting standards-setting process.

Prior to working at the Foundation, Chris served as the Director of the Office of Federal Relations for the National Association of State Treasurers for nine years. During his tenure, he developed and implemented political strategies and lobbying programs supporting the Office of the State Treasurer in all 50 states. He also led a multi-year effort to safeguard federal tax-exemption for state and local government bonds and expand tax-benefits associated with state and local government bond finance.

Chris began his career as a Senior Legislative Assistant at Morrison & Foerster in Washington, DC. He oversaw a successful multi-year program that enacted favorable tax-treatment for pension plan investments in commercial real estate and created an internal federal “current developments” reporting system, including multiple publications covering tax, pension, and environmental legislation.

Chris has a Master of Arts in Government degree from Johns Hopkins University and a Bachelor of Arts degree from Loyola College.
